It's probably because of the resolution? I don't know. If you're making the images larger you're just going to stretch the pixels and so forth make them look bad quality and fuzzy. Try taking photos of a larger size. And if it's bad quality on display, then of course it's gonna look bad on the prints.

Don't resize them in Illustrator. Resize them in Photoshop, then bring them back into Illustrator. Any time you resize like that you are losing data. Illustrator thinks in vectors, not pixels, you always want to edit a file in the appropriate program. In Photoshop, go to Image>Image size. Leave constrain proportions checked. Leave Resample unchecked, set your Resolution to 300. Click okay. Now reopen Image size, Select Resample image, use Bicubic sharper if necessary. Change your dimensions as needed, it's a good idea to leave Constrain proportions on or you will get some distortion in the image. Note also that when you are doing such resizing edits, you want to do them in the native Photoshop file, then save as a .jpg if necessary.Once you have resized the image, Save As and rename (however you want, for example [filename]Resize.jpg).Use this resized image in the Illustrator file. One other thing to note: it is possible that the image that is printing is not the actual image, but a placed thumbnail copy. This can also explain the problems you are having. Make sure the image is imbedded in the file, and not just linked.

It makes no difference if you resize your photos in Photshop or Illustrator.Your digital photos have a specific number of pixels, and no software is going to be able to add any more informtion to the image if it isn't there in the first place. When you write of "high quality" digital photos, the only quality that matters is the number of pixels. You need to start with high RESLOLUTION photos to be able to resize them to a larger format.
