I am in Wisconsin and want to call businesses to try getting them to let me build a wb site for them. I would be charging them no set up fee, and only $4.00 per page per month. I do not know it the fact that I am not charging them a set up fee make the initial contact a non solicitation event. If you know the answer, please give referece to related laws and where I can find them. Thank you.

As long as you are selling a legal service than there is no law against it.

There is no law against contacting potential business clients. Call them. Actually, call them, mail them, email them, and fax them. Just not all at once. Don't annoy them .. ; )

In the USA, you must check the do-not-call list first.If they are on the do-not-call list, you may not call them.
